Since February 11, 2024, a new procedure for commissioning informationization objects of the “electronic government” into industrial operation has come into effect in accordance with amendments made to the legislative acts of the Republic of Kazakhstan on issues of information security, informatization, and digital assets.
One of the main changes is that the Authorized Body in the field of information security (hereinafter referred to as ISC MDDIAI of the RK) no longer issues acts based on the results of conformity testing to information security requirements. Now, for the commissioning of an informationization object of the “electronic government” into industrial operation, the following conditions must be met:
successful completion of pilot operation,
availability of protocols with positive results of conformity testing to information security requirements.
The procedure for testing informationization objects conducted by JSC “State Technical Service” (hereinafter referred to as STS) has also changed. Now, according to the new edition of paragraph 7 of article 14 of the Law of the Republic of Kazakhstan “On Informatization,” the STS conducts testing of informationization objects, the owner (holder) and/or customer of which is a state body.
It is important to note that, according to paragraph 14-1 of article 7-1 of the Law, the ISC MDDIAI of the RK retains competence to participate in the commissioning of informationization objects of the “electronic government” into industrial operation.
With the changes in legislation, corresponding amendments are made to the Methodology and rules for testing informationization objects of the “electronic government” and information systems classified as critical information and communication infrastructure objects, approved by the Order of the Minister of Digital Development, Defense, and Aerospace Industry of the Republic of Kazakhstan dated June 3, 2019, No. 111/NK.
Details of the changes will be provided after the approval of the new Order.
