KazHackStan 2026 Concludes in Astana: CyberKumbez Winners and ICO 2027 National Selection Finalists Announced
On September 29–30, in Astana, at the Independence Palace complex, the international cybersecurity conference KazHackStan 2026 took place — the largest professional platform in Central Asia. For the first time, the conference was held in the capital. Over two days, the venue brought together about 10,000 participants from seven countries and more than 100 Kazakhstani and international speakers. The main theme of the year was Cyber Resilience: the ability of the state, business, and society to withstand digital attacks, quickly recover, and continue operations.
Day 1 — Government & Business Day
The conference was opened by Deputy Prime Minister – Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan Zhaslan Madiyev and Deputy Minister of Internal Affairs of the Republic of Kazakhstan Saken Sarsenov.
In his welcoming address, Zhaslan Madiyev noted that artificial intelligence is changing the scale and speed of cyber threats, and today the functioning of the state, the economy, and the daily lives of citizens depend on the resilience of digital systems. He reminded that the country has adopted a cybersecurity law, updated personal data protection requirements, and placed more than 400 critical infrastructure facilities under special control. "Cybersecurity today is a matter of national security," the minister emphasized.
The main stage hosted discussions on Kazakhstan's technological independence, national cyber resilience, small business protection, Bug Bounty development, and the transformation of threats under the influence of AI. One of the central sessions was the panel discussion "Digital Distrust: How AI Changes the Rules of the Game for Fraudsters and Defenders". Among the speakers were K. S. Venkatraman (trusted, resilient and sovereign AI), social engineering expert Jayson E. Street, João Pedro Brandão e Silva, Shayaun Nejad, and Alexey Lukatsky. Parallel tracks covered OSINT and digital forensics, personal data protection, AI agent security, countering disinformation, and financial pyramids.
AI Council
As part of KazHackStan 2026, a meeting of the AI Council Astana — the Council for the Development of Artificial Intelligence in the city of Astana — took place. The Council was established by an order of the Akim of Astana in August 2025 as a consultative body under the Akimat. Its objectives are to determine priority directions for introducing AI into the urban environment and management system, facilitate the digital transformation of urban infrastructure, support startups, develop personnel, and coordinate the work of the government, business, and universities. The meeting was held with the participation of the Akimat of Astana, Astana Innovations, and TSARKA.
Speaking at the meeting, CEO of the Astana Hub International Technopark Magzhan Madiyev emphasized that artificial intelligence is valuable when it solves specific problems of the city, businesses, and residents. He reminded that the alem.ai International Center for Artificial Intelligence was created jointly with the Akimat of Astana, and over the past three years, acceleration programs have been conducted together with the Akimat and Astana Innovations: 67 projects were supported, 36 of which were given the opportunity to implement their solutions in the city. According to him, the development of AI requires close cooperation, where each party has its own role: the state creates conditions and opens infrastructure, business shapes demand, and startups test, improve products, and scale. The task for the coming year is to move pilot projects into large-scale implementation across all of Astana.
Memorandum of Cooperation
On the sidelines of the conference, the Digital Development Center of the National Bank of Kazakhstan (DDC) and TSARKA signed a memorandum of cooperation in the field of digital development and cybersecurity.
The parties will work on joint initiatives in the field of information security and countering cyber threats, as well as test and pilot promising technological solutions. A separate focus will be joint seminars, trainings, and cyber drills that will allow exchanging practical experience and developing specialists' competencies.
Day 2 — Secure Development & Hack Day
The second day was dedicated to technical cybersecurity: AppSec and DevSecOps, cloud infrastructure security, LLM and AI assistants, cryptography, malware, hardware security, and the analysis of real-world attacks. A separate track addressed the development of domestic electronics and chip design in Kazakhstan. Presentations were delivered by Abulkhair Imanberdiyev, Christopher Johnson, Tan Wai Kaey, Daniel Bohannon, and other international and Kazakhstani experts.
Results of the National Selection for ICO 2027
At KazHackStan, the final of the national selection of schoolchildren for the Kazakhstan national team to participate in the International Cybersecurity Olympiad 2027 in Italy (Jeopardy CTF format) took place. The best results were shown by:

Part of AI MONTH 2026
KazHackStan 2026 was held as part of AI MONTH — a program of events in the field of AI and digital technologies running from September 23 to October 23 during the Year of Digitalization and Artificial Intelligence. The central event of the month will be the international forum AI & Digital Bridge 2026, which takes place on October 1–3 in Astana.
